WWF, the global conservation organization that has been working in China for 31 years, is looking for a highly skilled professional to be Banking & Finance Programme Officer, China for a Global SHIFT NI Programme for WWF China Office to be based in Beijing. This position will report to Banking and Finance Programme Manager and cooperate with staff from related departments and programme officers within WWF CPO.
Banking & Finance Programme Officer,China for a SHIFT NI Programme (Beijing)
Mission of the Initiative:
WWF China has developed a major work program with the Chinese financial sector. This work is being delivered via one of WWFs initiatives, China for a Global Shift Initiative (China SHIFT), which is one of 14 global priority programs within the WWF network. China SHIFT is working with individual institutions, regulators and across the finance sector as a whole to promote more responsible lending and investment practices.
This work forms one of the four key programs of the China SHIFT program and is of strategic importance to both the WWF China office and wider WWF network. The post will suit a senior and experienced individual who is used to operating at the highest levels with FIs and regulators with strong environment and sustainability focus. The Program Manager will be supported in this program by a small team of Beijing based staff, as well as WWF network specialists.
Major Responsibilities:
- To work with key Chinese Banks on issues of sustainability within the lending policies and portfolios in order to promote positive investment in sustainable development infrastructure and reduce the environmental and social impact of projects within China and in WWF’s priority places.
- To support key Chinese banks on Environmental Risk Management Development and Environment Conservation Capacity Building.
- Organize high-level network participation in events in China and other countries (within priority eco-regions) and proactive promotion of key sustainable banking and environmental policies and programs of China via dialogue and strategic frameworks.
- Help to explore possibilities of future cooperation with national authorities, academic institution, GAAs (government & aid agency), international organizations, business and other stakeholders, and establish a network of existing and potential partners on sustainability in the banking and finance sector.
- Help keep abreast of banking and financial issues linked to China and represent these issues in WWF China conservation strategy team for activities and strategies in China and global / regional institutions, as necessary
- Prepare required policy, technical and briefing papers for WWF China and network with relevant program partners.
- Effectively manage third-party research contracts granted to local research partners.
- Effectively communicate between WWF and program partners to sustain a cooperative relationship
- Communicate to the WWF Network priorities, outcomes and progress on the banking and finance sector engagement by China for a Global Shift Initiative
- Ensure the preparation and timely submission to the donors of annual work plans and budgets as well as technical and financial reports according to agreed network standards.
- Follow up with particular development proposals as necessary in WWF China and with rest of WWF network; provide supports and review project proposals, TORs and contracts for fund raising and interventions in the region.
- Work with WWF China and network communications staff to collect information and stories/lessons to ensure key issues, program and conservation achievements are promoted in the WWF network and to internal audiences/media.
- Manage the information related to the projects and their achievements such as collection of video, photos, documentations, writing articles etc. and archive them regularly.
- Prepare an analysis on future work required beyond 2009 three months after commencement.
- Fulfill other related tasks required by the supervisor
Working Relationships:
a) Internal:
- Very close collaboration with the Banking and Finance Senior Programme Officer.
- Works closely with the China for a Global Shift team (including colleagues based outside China) and WWF staff in other countries working on banking and finance sector policy.
- Develops working relationships with staff in other Network Initiatives or other priority programmes outside China with banking and finance sector engagement component.
- Work closely with, and draws upon the skills and knowledge of thematic teams within CPO and the WWF network.
- Facilitate and ensure collaboration with Communication, Marketing, Finance and HR and Administration Departments in CPO
b) External:
- Interact with commercial banks in China, private sector donors, corporate partners, and other NGOs.
- Manage collaborations with external consultants.
- Interact with Media, both within China and internationally (through WWF Communications Departments).
Qualifications:
- At least five years working experience of policy-making, policy research or policy influencing in the field of banking, finance, economics, foreign direct investment (FDI), or transnational companies, etc.
- Minimum bachelor degree in economics, finance, or similar.
- Demonstrated knowledge about banking, finance, investment, environment and sustainable development issues.
- Ability to analyze and communicate the practical situation of the banking & finance sector in China and how it relates to other regions in the world, for example the impact Chinese outwards investment is having on other parts of the world.
- Basic Project management and open mind communication skills
- Good ability to speak, read and write in English
- Good ability to speak, read and write in Chinese
- Strong coordination and team work experience
- Dynamic, creative and outgoing personality and commitment to nature conservation.
- Good computer skills (MS Office, Email, Internet)
