Senior Associate / Energy Pillar Lead

Location: Beijing, China Office

SUMMARY:

The World Resources Institute (WRI), an environmental think tank promoting practical ways to protect the earth and improve people’s lives, seeks a Senior Associate to serve as the pillar lead for the energy sector under WRI’s Sustainable Cities Initiative.

Founded in 1982, WRI marries bold long term vision to concrete action. It is staffed by pragmatic idealists who provide cutting edge thinking on a broad range of environmental and global sustainability issues. Currently a $40 million organization with an international staff of approximately 250 working with more than 400 partners in 50 countries, WRI provides objective information and practical proposals for policy and institutional change that will foster environmentally sound, socially equitable development.

China, India, and Brazil are among the world’s most rapidly urbanizing nations, where cities have the potential to lift hundreds of millions of people out of poverty and become powerful engines for social progress. Rapid urbanization, however, poses substantial challenges. Poorly-planned, sprawling cities have the potential to undermine efforts to sustain economic growth, improve energy efficiency, curb greenhouse gas emissions, and secure clean water supplies. The next five years offer an unprecedented opportunity for the WRI and its China Office to accelerate and strengthen China’s efforts to build more sustainable, livable cities.

WRI recently launched a five-year global effort that aims at enabling key decision-makers in China, India and Brazil to take informed, effective action to create cities that are more environmentally-sustainable and livable. In each country, we will work with partner cities to create blueprints for action and launch high-impact demonstration projects that can be replicated in other growing cities around the world. In China, WRI will be working in a few emerging cities and will specifically focus on sustainability in areas of energy, water and transport.

WRI has a unique portfolio of energy projects in China. We facilitate the development and implementation of bottom-up sectoral policies in the power sector and other key industries to mitigate GHG emissions, help accelerate corporate actions on GHG accounting and energy efficiency financing, and we are currently in the process of developing city-level GHG accounting standards that would help Chinese cities transition to a low-carbon development path. In the following five years, WRI China will focus more on designing an integrated approach to tackle energy problems in China, with the implementation of the sustainable cities project.

The Energy Pillar Lead will be responsible for strategic planning, designing and implementing energy programs for the Sustainable Cities project in China and managing a team of 4-5 staff. This position will be based in WRI’s China office in Beijing.

KEY RESPONSIBILITIES

Strategy and project management (50%)

•     Direct and design project strategy, define scope of work and develop work plans to ensure effective team work and impactful project outcomes

•     Direct and manage day-to-day operations of the team and project budget

•     Serve as the point contact and lead for the energy program in China and liaise with WRI HQ and corresponding counterparts in other country offices

•     Report to the Sustainable Cities Director in China on project progress on a regular basis and ensure the successful completion of the energy projects

•      Author and review publications and manage external reports from China Office on energy-related topics and ensure they meet WRI’s standards for quality

Communications, outreach, and relationship building (30%)

•     Responsible for coordinating energy related works to create synergies among different projects and initiatives and establish and maintain relationships with key external stakeholders and funders

•     Direct and oversee organization of workshops, seminars, and conferences that convene key stakeholders and partners

•     Direct communications and outreach efforts to promote research findings through briefings with media, funders, government officials and other key stakeholders

•     Establish and maintain relationships with key stakeholders

Fundraising (15%)

•     Develop, build and maintain relationships with existing and prospective donors

•     Identify fundraising opportunities and draft funding proposals for corporate donors, private foundations, government agencies, and bilateral donors

Others (5%)

•     Other tasks directed by Sustainable Cities Director / Deputy Country Director

QUALIFICATIONS:

•     Advanced degree and subject matter expertise in environmental management, public policy, sustainable development or other related fields. Master’s degree required. PhD a plus.

•     At least 10 years of relevant experience in energy planning/management for industry and/or building sectors, power sector, renewable energy, greenhouse gas emissions management, or low-carbon city/economy related fields. This shall include at least 5 years of project experience in China, and sufficient international experience. Ideal successful candidate will have 12-13 or more years of work experience in energy field and be recognized as subject matter expert.

•     Experience in developing and implementing program strategy plans, and delivering results and outcomes

•     Experience in publishing papers and familiar with peer review process

•     Excellent management skills, including project management, staff supervision, and financial management.

•     Excellent organizational, administrative and time-management skills, with a proven ability to work promptly, accurately, independently and efficiently under pressure, and to meet tight deadlines.

•     Positive, enthusiastic and innovative in facing challenges, opportunities and new tasks.

•     Demonstrated team spirit with excellent interpersonal skills and ability to work in a multi-cultural environment with staff and external stakeholders at all levels. Able to respond and deal effectively with diverse situations using good judgment, tact, and diplomacy

•     Personality: Self-motivated; takes initiative to solve problems and pursue solutions; good listener and communicator; inspires trust and mutual cooperation; inspired to work on energy and sustainable development issues; strong work ethics; believes in WRI’s institutional values

•     Proven track record in fundraising

•     Excellent command of written and spoken Chinese (Mandarin) and English.

•     Willingness and ability to travel internationally and within China

Direct supervisor: Sustainable Cities Director/ Deputy Country Director in China

COMPENSATION

Competitive compensation will be offered commensurate with qualifications and experiences.
